Key takeaways

  • Most applicants apply under the PTS scheme as EP or S Pass holders.
  • ICA has no published points system or minimum salary for PR.
  • Complete, consistent documents and a clear cover letter make a real difference.
  • Processing usually takes around 6 months.

Step 1: Check which scheme you qualify under

Singapore PR is granted under several schemes run by the Immigration and Checkpoints Authority (ICA). The most common are the Professionals, Technical Personnel and Skilled Workers (PTS) scheme for work pass holders, and the family scheme for spouses and children of Singapore Citizens and PRs.

Other routes cover aged parents of citizens and foreign students. If you hold a Work Permit or no pass at all, you generally cannot apply unless you are married to a citizen or PR. See our overview of PR schemes.

Step 2: Assess your profile honestly

ICA considers economic contribution, qualifications, age, family profile, family ties to Singaporeans, length of residency and integration. Before applying, ask yourself how your profile looks on each factor.

Our free PR Chance Calculator gives an indicative score in about 3 minutes.

Step 3: Collect your documents

Start early. Documents from China and Thailand can take weeks to obtain, notarise and translate.

  • Passports and current passes for every applicant
  • Birth and marriage certificates
  • Education certificates and transcripts
  • Employer letter, recent payslips and tax assessments
  • Certified English translations of non-English documents

Step 4: Write a strong cover letter

A cover letter is your chance to explain what the forms cannot: your contribution at work, your plans in Singapore, your community involvement and your family’s ties here. Keep it factual, specific and consistent with your documents.

Step 5: Submit through the e-PR system

Applications are submitted online through ICA’s e-PR system, using Singpass. A non-refundable processing fee is payable for each applicant. Check every field carefully: inconsistencies between the form and your documents can delay or weaken your application.

Step 6: Wait for the outcome and respond to requests

ICA may ask for more documents during processing, so respond quickly. Most outcomes are released in around 6 months. If approved, you will be asked to complete formalities and collect your PR card and Re-Entry Permit.

If rejected, do not reapply immediately with the same profile. Read our PR appeal guide first.
